Sierra Leone's fiber optic network is a rapidly expanding digital backbone connecting the country nationally and internationally, led by Leonecom and supported by government and private initiatives.

National Fiber Optic Backbone

Sierra Leone's national fiber optic backbone spans approximately 1,630 km, connecting over 85% of districts and extending into towns and villages, with links to neighboring Guinea and Liberia . The network is designed with ring redundancy to ensure continuity of core services despite minor outages . It provides high-speed broadband connectivity to service providers, businesses, and consumers, enabling scalable bandwidth and advanced ICT services such as E-LAN, Dark Fiber, Layer 3 Network, Co-location, IP VPN, and Metro services .

Key Operators and Partnerships

Leonecom is the primary neutral fiber optic operator, managing the national backbone in partnership with the government. It oversees operations, maintenance, and commercialization of the infrastructure, ensuring cost-effective and reliable connectivity nationwide . Other private partners include ZoodLabs, MetroCable, and FiberOne, which collaborate with mobile operators and ISPs to expand access and integrate innovative technologies .

International Connectivity

Sierra Leone is connected to the global internet through submarine fiber optic cables, including the Africa Coast to Europe (ACE) cable, a 17,000 km system linking West Africa to Europe . The first submarine cable landing in Sierra Leone was inaugurated to replace satellite-based internet, significantly improving speed, reliability, and international bandwidth . The Ultra One Submarine Cable Landing Station serves as a gateway for high-speed international connectivity .

Government Initiatives

The Ministry of Communication, Technology and Innovation oversees ICT policy, regulation, and the development of a digital economy . The National Communications Authority (NatCA) regulates the telecommunications sector, manages the national numbering plan, cybersecurity, and spectrum allocation, and promotes fair competition . The National Broadband Program SL coordinates government and private sector efforts to deliver affordable, reliable broadband to communities, schools, hospitals, and government institutions across the country .

Challenges and Resilience

Despite progress, the network faces challenges such as power instability, reliance on diesel generators and solar power, and vandalism, which accounts for approximately 90% of backbone cable damages . Accidental cable cuts and uncoordinated construction also pose risks, though redundancy mechanisms help maintain service continuity .

Impact and Future Outlook

The fiber optic infrastructure is transforming Sierra Leone's digital landscape, enabling education, digital jobs, entrepreneurship, and local innovation . With ongoing expansion and integration of international submarine cables, Sierra Leone is positioning itself as a regional leader in digital connectivity, supporting socio-economic development and inclusion in the global digital economy .
